Steps to reproduce

Using file explorer thumbnail previews for svg and pdf (Tried enabling/ disabling and even a reinstall, didn't fix)

This happened around the same time Adobe released file thumbnail preview for Acrobat DC if these are clashing.

I'm having the same issue. I did try uninstalling Adobe Reader even if I had disabled their thumbnail preview feature, but that didn't fix it either.

PDF and SVG previews do work inside the preview pane, but not on thumbnails.
