Always On Top forgetting my apps.

Description of the new feature / enhancement

Always On Top is a great application but an app only needs to have it's window closed and then AlwaysOnTop doesn't work any more (forgets what apps it needs to work on).

I would like for users to be capable of registering apps so that PowerToys always remembers what apps are activated on AlwaysOnTop even if the computer happens to be restarted.

Scenario when this would be used?

I am for example using a VPN and I once got banned on a game of having used it even though I didn't want to, I simply had Discord move above the VPN's window and then forgot to disable it.

AlwaysOnTop makes sure that I always remember to shut the VPN down, but then I need to remember to activate AlwaysOnTop (Not to mention that I need to remember that AlwaysOnTop even exists now) over and over and over again.

Therefor it would be a great addition if PowerToys could remember that for us please?

A similar implementation of this would be to create a list of "INCLUDED Apps", which would open with AlwaysOnTop Active - Basically the opposite of the Excluded apps option.

My personal use case is for my Password Manager. I often have my Browser activated with AOT, but then when my password manager (standalone app) pops up, it's hidden. I'd like to be able to add the password manager to an "Start in AOT" list so it's ALWAYS on top.
