Mouse pointer is active on inactive screen

Area(s) with issue?
Mouse Without Borders
Steps to reproduce
When the mouse cursor is on one machine, the mouse pointer on the other machine is active. It doesn't move, but any tooltip under the mouse, at the top centre of the screen, is activated. E.g. if there is a browser open with multiple tabs active, the tab in the middle shows its tab preview.
✔️ Expected Behavior
On the previous version (not in PowerToys) the mouse did not activate the tooltip when not on screen.
❌ Actual Behavior
Mouse does activate tooltips, If over a browser, the tooltip is a distraction.
Other Software
Tooltip on Chrome Version 113.0.5672.127 (Official Build) (64-bit) is the one that showed this, but it's true of anything that responds to the presence of the mouse.
Maybe related to this - when I'm using a fullscreen RDP session on my primary PC and move the mouse off-monitor to another PC via MWB, the mouse transitions to the other PC, but the keyboard input stays bound to the fullscreen RDP session. The "known issues" section here says that this "hide mouse at screen edge" option should be a workaround for the keyboard problem, but that's not the case for me. Maybe the mouse-hiding option isn't working properly? That would explain this bug too.
Note: this isn't something I ever observed on the original standalone MWB, so this seems to be a regression in the Powertoys version.
