Ok, so reinstalling (now in per-user mode, btw) fixed the issue for me. But it seems some of my settings are gone :/

We need a bit more information to really debug this issue. Can you add a "Report Bug" zip file here? You right click on our system tray icon and just go to report bug. Then drag the zipfile from your desktop onto the GitHub comment box in this issue. Thanks!

Originally probably via GitHub? Was a long time ago so not sure. The upgrade I installed via the auto updater after I got a notification.

That didn't do anything on the crashing version. Meanwhile I reinstalled, as I mentioned.
If you cannot diagnose the cause, feel free to close the issue as cannot reproduce.
Running the PowerToys applications with administrator privileges or modifying the security settings of the system may help resolve the issue with loading the PowerToys.Interop file.
I tried changing the security setting of PowerToys.Interop file which solved the issue.

Uninstalled and reinstalled from scratch, now opens correctly.

I did. Logs are being preserved across versions/reinstalls and running bug report tool will collect everything and zip it.
This has been shipped for 0.70.0. Please updated to the latest release. Thank you.
