Add ability to always show tray icons on Windows 11

Description of the new feature / enhancement

Would love it if powertoys would be able to somehow set or toggle the ability to show all system tray icons.

I was able to briefly enable this by running explorer shell:::{05d7b0f4-2121-4eff-bf6b-ed3f69b894d9} and setting the option, but after an OS update the setting is not respected and there's no way to disable and re-enable it to see if it takes effect.

Scenario when this would be used?

All the time if it is a static setting, or it would be cool if there was a hotkey you could hit to show all and then flip back to whatever windows 11 is trying to do by default
