Steps to reproduce

Use an external wireless keyboard, mine is MX Keys mini for Mac.

1. Mapping Win to Alt, Alt to Win
2. Reboot the computer
3. Keyboard can not be mapped successfully, need to switch keyboard manager again.

✔️ Expected Behavior

Turning on computer keyboard mapping still works.

❌ Actual Behavior

When turning the computer back on, I need to disable or enable the keyboard manager in order to map it successfully.
