CapsLock, NumLock, ScrollLock state change notification

Description of the new feature / enhancement

Show a notification on screen when capsLock, numLock, scrollLock state changes.

It would be cool to be able to change between "Its On" mode that stays on screen while its active and "Its now X" mode that shows for only a configured period.

Maybe include a notification sound that is a bit nicer than the 8 bit BEEP that is available in the accessibility settings.

Scenario when this would be used?

Lots of compact or laptop keyboards nowadays do not have indicator lights for these keys.

I would love this too. Especially for NumLock, ScrollLock and Insert.
