Steps to reproduce
Fresh install of PowerToys 0.66.0 from MS Store on new laptop. Restarted PowerToys as Admin and set to run as admin always. Confirmed on old machine there was a current backup in my Documents folder (OneDrive). Clicked Restore, window closed. Still running in tray, open settings again - status "current settings differ". Tried multiple times, same result. Exited completely and tried again. Same. Clicked folder icon to browse for the backup folder location and setting window closed. Still running in tray. Same every time I try to browse PowerToysReport_2023-01-16-16-02-30.zip
✔️ Expected Behavior
restore settings from prior machine browse to backup path would open explorer window to browse
❌ Actual Behavior
PowerToys window closed, powertoys still running, reopened window - settings did not restore PowerToys window closes, powertoys still running in tray.

On .66 we started running PowerToys Settings as admin again when PowerToys is running as admin... Browsing files for windows app sdk is broken while running as admin...
This is related to #13215 . At that time we fixed it by running Settings non elevated, but that caused a whole new set of issues for users who run a different admin user than their main user, so we started running Settings as admin again.
Let's revisit this, but for the time being, the workaround would be running PowerToys as a normal user and trying to use the feature there.
