Screen Pen aka MicroPen™ aka PowerPen™ aka something else more appropriate

Description of the new feature / enhancement

A feature where, similarly to Epic Pen, you can draw lines and add shapes on top of whatever is on the screen. It could be very similar to Paint, however with less functionality to keep it cleaner and less bloated, but without restricting yourself to drawing on an image, preferably also with the option to save a screenshot of what has been drawn out, and maybe even to record the screen with optional audio and/or input-audio while drawing.

Scenario when this would be used?

To help visualize something that you want to communicate, e.g.; when discussing/solving a math problem on a pdf, instead of having to screenshot and draw on it in paint, one could simply open MicroPen™ (suggestion name for the purpose of this request) and draw out calculations while recording ones process of doing so, which could then be saved as MP4 and sent to a friend or coworker who might be in need of help with said problem.

I'd greatly appreciate this feature as part of PowerToys, as I've been extremely happy with and grateful for everything else it offers!

maybe the devs can reach out to https://github.com/Phaiax/Key-n-Stroke https://github.com/geovens/gInk Both are open source C# projects with screen pen features. Would be nice if these projects can be included in PT.

Something slightly more feature rich than gink, but cleaner and less messy than ppink is exactly what I was looking for!: An Epic Pen inspired tool, but open sourced and better (modifiable and free).
