Steps to reproduce
Windows 10 22H2. Keyboard AZERTY (living in Belgium). All alt gr keys are disable PowerToysReport_2022-11-17-13-28-46.zip and not functional. This means, no @ sign , no }, no {, no brackets, no tilde sign and no # signs. Reboot does not solve the issue. Shutting down power toys solves the issue , which is useless....
✔️ Expected Behavior
Use the alt gr signs on a AZERTY Keyboard.
❌ Actual Behavior
No more alt gr signs on an AZERTY keyboard

Interestingly, you seem to have no mappings set up. I've copied your Settings and tried replicating, without success (not an AZERTY keyboard, though)
Does this go away if you disable Keyboard Manager in Settings? Trying to figure out if that's actually the source of it. /needinfo

@PierreBodart: I've tried to reproduce the problem with 0.81 but I'm unable to do so. The screenshot below shows me entering symbols via AltGr + Key with:
- Windows Language : English (Belgium)
- Keyboard Layout: Belgian (Period)
- OS: Windows 10
- PowerToys running as admin
- PowerToys Keyboard Manager On
Could you please check if the problem still occurs for you with 0.81?
