scroll wheel doesn't scroll powertoys settings right pane

Steps to reproduce

1. launch settings window
2. click on fancyzones category
3. move mouse over right panel
4. use mouse scroll wheel to try to scroll settigns
5. WITNESS: it does NOT scroll
6. grab scrollbar on the far right side
7. WITNESS: it does scroll

✔️ Expected Behavior

I was expecting the scroll wheel on my mouse to scroll the right side of the settings panel

❌ Actual Behavior

it does not scroll when i scroll my scroll wheel.. only if I grab the tiny scroll bar on the right
