[Hosts file Editor] New setting: Placement of new entries

Description of the new feature / enhancement

The issue #21657 created by @Lord-ZuzurNC brought me to the idea that we cna add a setting where to place new entries.

The setting should allow to choose if new entries added at the bottom or the top of the existing entreis list.

Scenario when this would be used?

On large files it can be helpful to add new entries at the top of the list.

Supporting information

The setting can be placed in the "File" section of the Hosts Editor settings page.
