[File Locksmith] Show warning bar when not running as admin

Show a warning bar (even if results are empty) when running as normal user that maybe some results are missing because of not enough permission. Originally posted by @htcfreek in https://github.com/microsoft/PowerToys/issues/21688#issuecomment-1302507429

The new warning bar should inform users that the results might incorrect because of the missing permissions. The warning bar can be placed at the bottom of the window.

I’d see what settings app is using as a info / notification and use that control
