Import/export configuration for FancyZones

Description of the new feature / enhancement

As a user, I want the ability to import and export my FancyZones configuration so that if I have a new Windows installation, I can have my setup without re-creating it manually.

Bonus points if there is a way to do this via the command line (so that I can automate it).

Scenario when this would be used?

New Windows installations. Windows re-installations. Sharing configurations with others.
