Closing main window will close entire application instead of minimize to tray at first run after updating PowerToys

Steps to reproduce

Description: PowerToys will automatically open main window and changelog after each update, but if user choose to close the main window at this moment, the whole app will exit entirely ( icon disappear from system tray, along with all PowerToys function stop working such as PowerToys Run ) instead of minimizing to tray. This issue only happens on first run after version update, it won't happen again after re-launching PowerToys manually.

Ways to produce:

1. Install an old wersion, such as v0.62.0
2. Use built-in update function to finish update progress until seeing changelog and main window popup
3. Close both window and see the described error.

✔️ Expected Behavior

PowerToys should remain running in the background and can be access from system tray ( so-called "minimized to tray" )

❌ Actual Behavior

PowerToys exits entirely, amking all PowerToys-related function stop working.
