Quick Accent: show toolbar close to text cursor

Description of the new feature / enhancement

Currently, there are nine fixed locations for the toolbar to show. It would be lovely if the toolbar pops up just near the text cursor. Having another eight options for that though, would be crazy, so we need a smart choice.

Scenario when this would be used?

Having the toolbar close.

It would be great to use the same popup that Windows already displays for suggestions

I also would like this feature, something like Chinese keyboard entry (appears below the current text, unless you are at the bottom of the screen in which case above).

The only trouble I see is if it might conflict with existing OS-level autocomplete popups. For example this is already the case with Chinese keyboard.

I’d love to work on this! Has anyone started implementation, or is it open for contribution?

I started poking around with Quick Accents and that was my first thought, that it aught to be just above the text, because it breaks my neck to have to look at the top of my ridiculously big screen.... (okay granted I am stupid for having a 42" monitor, but I am sure I am not the only one here)
