When I click to auto-update the installer permissions window opens in the background

Steps to reproduce
When a new version is available and I accept the upgrade, the installer downloads normally but when it comes time to gray the screen and ask the human for permission to install the system installer icon appears in the app tray but it is in the background and an unobservant user might wait forever before clicking on the icon, answering yes to the installation permission question, and the installer then continuing normally.
✔️ Expected Behavior
Screen grays and the question is in the foreground immediately.
❌ Actual Behavior
Permissions question only appears when the installer icon is clicked on. It has been this way for months. Just kept forgetting to report it.

Is this the same with other apps that need UAC permission? It does show a colored icon in the taskbar, am I right? I think it's not that much of a bug, when the UAC is only blocking the screen at the moment the related app/window is recieving focus. And many people actually hate apps stealing focus, so might be by design.
I and several other users I talk to have this same issue. You click the update notification, and then it stalls with the UAC prompt in the background. I do not know of any other software that does this; you have taken an action and it is normal/expected to be prompted for elevation permission, rather than having to search around for a blinking out-of-focus elevation prompt.
If you personally want UAC to avoid stealing focus, you either don't click the update notification or you can turn UAC down so it does not lock out the screen.
