New tool suggestion: custom toolbars for windows taskbar like windows 10 had

Description of the new feature / enhancement

In Windows 11 you can't add custom toolbars like we could in Windows 10 (like this https://www.thetraininglady.com/custom-toolbar/). This functionality could be a new PowerToy feature.

Scenario when this would be used?

Many people found Windows 10 toolbars improved productivity for a whole range of use cases.

For me, I used them to add categorised shortcuts, e.g. I'd have an RDP folder with .rdp files for all the servers I need to connect to, another for a set of apps that I'd use occasionally, another for a set of files that I'd access occasionally, etc. This allowed an efficient way to store dozens or hundreds of links/files categorised into folders that I could easily access. Yes there are other ways of achieving this, but for me having them available as menus & submenus off the taskbar is a great UX.

This feature would be lovely to have. I have multiple applications that could all be paired down into folders, such as game applications, all of the MS items I use frequently or even all the chats.
