[GitHub] GPG key for bug reporting

Description of the new feature / enhancement

As @crispinb says in https://github.com/microsoft/PowerToys/issues/13221#issuecomment-920341497, we should generate a GPG key for those who want to encrypt their bug reporting file due to security and privacy concerns.

Scenario when this would be used?

For anyone who wants to protect their bug reporting file when filing issues.
