Improve contributing flow

The contributing flow is not well understood for people to just pickup and contribute.

The following are the key outcomes of this scope of work:

1. Improve experience for first time contributors.
2. Provide clear instructors for contributing to documentation only updates.
3. Unblock contributing to C# code.
