release dotnet 6, 7, and 8 rc2 private version in staging directory of MCR

  • create the sdks from dotnet 6,7, and 8 rc2 binaries

  • create the base.staging.{debianFlavor}.Dockerfiles to generate the baseImages which will be released in staging directory of MCR.

  • generate runtime images of the same and release them in staging directory of MCR.

Should this PR also update the staging dockerfiles? Or is it just a work in progress while we wait for the other PR to be merged, and at this point we'll reconcile it all?

HI @daniv-msft , This PR is for the official private release of the dotnet versions. So, dockerfiles should reflect the respective debian-flavors and the packages..
