Without the parenthesis reads:

Which doesn't make sense.
I don't know if that is acceptable under legal writing, it is probably alright in a comment, but I find it awkward to read.
Why not simply:
... a Data Provider that owns data, or has sufficient rights from a data owner, to distribute data for unrestricted uses ...
