[CLI] Add a parameter to generate bicep instead of Terraform

The CLI is generating Terraform files. It would be great to have the Bicep option like nubesgen --bicep. This will:

• [ ] Generate bicep files instead of terraform
• [ ] Skip the step 3/8 (create resource group), 4/8 (Create storage account, 5/8 , 6/8 and add only the Service principal as a GitHub secret
