Fix policy creation when onboarding blob is specified and tenant is Defender for Endpoint enrolled

Pull Request (PR) description

This pull request fixes an issue where the onboarding blob was previously specified in a IntuneDeviceConfigurationDefenderForEndpointOnboardingPolicyWindows10 when the tenant was not enrolled in Defender for Endpoint Service. After the enrollment, no policies can be updated or created using the blob, thus the property must be removed from the request.
