This is a new resource proposal. It is not Intune it is related to the Edge Managment Service which is part of Microsoft 365 admin center https://learn.microsoft.com/en-us/deployedge/microsoft-edge-management-service

Are there any PowerShell cmdLets or APIs available to manage these settings?

no PowerShell cmdlets, no Graph API, looks like it is similar to the Office Policy Server Implementation
