Add Local Machine Certificate Lookup support for Microsoft Graph when Available

With version 2 of the Microsoft Graph PowerShell SDK, we will add support for specifying a local certificate file when connecting. Once this becomes available, we need to ensure we add support for it across all DSC resources that are leveraging Microsoft Graph:
