Replace CBT project by packages config file

NuGet restore fails with Visual Studio 2019. This MR applies the changes suggested in https://github.com/CommonBuildToolset/CBT.Modules/issues/292.

Please note that I was not able to check whether these changes are still valid when trying to build with Visual Studio 2017 or older.
