some os FixedBuild is not right

Hi guys,

I am using msrc api to do some vulnerability testing. I find some the FixedBuild of some OS is not right.

for example, CVE-2023-36025 in Windows 10 Version 21H2 for x64-based Systems

the api return FixedBuild is 10.0.19043.3693, however, win10 21h2 build number is 10.0.19044 not 10.0.19043. 10.0.19043 is the win10 21h1.

It is a bug of MSRC??
