Add diagnose / issue-filing command

Support one of these:

$ foundry diagnose
$ foundry diagnose new-issue

The diagnose command prints information about the local system - CPU, GPU, NPU, memory configuration, cached or loaded models, etc. - that can be shared with the Microsoft Foundry team.

The diagnose new-issue starts a new GitHub issue in this repo, includes the output of Diagnose, and the information necessary to track down issues.
