Update deps of @fluid-internal/eslint-plugin-fluid.

Some were not fully updated as they require newer NodeJS

How urgently do we need to update ingestion of this? If we need to publish a new version, might be worth bumping the version here. Looks like the most recently published was 0.1.1. https://www.npmjs.com/package/@fluid-internal/eslint-plugin-fluid?activeTab=versions

I don't have any urgency. Updates just seemed like a good idea, and I had these changes so I figured I might as well make a PR.

I should note I didn't test integrating this into other release groups, which we might want to do before merging this.
