add frs to TestDriverTypes so itExpectsSkipsFailureOnSpecificDrivers and itSkipsFailureOnSpecificDrivers can skip on frs AB#6984

I don't think this is quite right, as the driver the test gets will still have whatever type RouterliciousTestDriver exposes. if this is hard to do might be best to just file a bug
