Implement maximumCacheDurationMs as a required policy

Makes maximumCacheDurationMs a required policy implemented by drivers. This is part of the GC Sweep Timeout calculation. Further tasks will more strongly link the GC Sweep Timeout and the maximumCacheDurationMs.
