Switch to adding AMD/ROCm pre-compile too

  • Switch name/description of the pre-compile-ops test to include rocm in addition to cuda.
  • Use a docker image from rocm that contains rocm, python, and torch.

For some reason the build can show as passing but only the cuda job passes, the rocm/rocr one fails.
