Microsoft.SqlPackage: Target .net9

could you please update Microsoft.SqlPackage to target both .net8 AND .net9 so I don't need a net8 runtime in my pipeline just to run SQLpackage while everything else in our setup is .net9

And when .net 10 is released probably add this as well
