AoT build of sqlpackage

Can we get an AOT build of sqlpackage. It is common to want to run sqlpackage in the sql server container (which doesn't have dotnet installed), would be great to be able to just run sqlpackage without having to get a dotnet install done (which right now is a bit of a pain because the latest doesn't work (#372) and breaks any scripts that are installing latest LTS), so you have to step back to work out which one does work, and now hardcode a specific version (which will eventually break again when that specific version drops out of support)
