Replace quote endorsements client code with `libcurl`

As a follow-up to #6831, we should strengthen our confidence in SNP endorsement fetching by replacing the current HTTP client with libcurl. The current client was written for SGX, so relies on ringbuffer-based asynchrony, and includes some barely-tested paths for unencrypted sessions.
