Advanced support for HTTP/2

Follow-up from #3342

These tasks are not strictly necessary for satisfying HTTP/2 support as required by the support for external executors, hence them being spun up in this separate issue.

  • [ ] Merge HTTP/1.1 and HTTP/2 endpoints
  • [ ] Support for Application-Layer Protocol Negotiation (ALPN) (https://datatracker.ietf.org/doc/html/rfc7540#section-3.3) ~~- [ ] Forwarding (possibly superseded by https://github.com/microsoft/CCF/issues/4670)~~
