Enable Snapdragon X Elite (ARM64) Support

Is your feature request related to a problem? Please describe. I am trying to use the Bot Framework Emulator on a Snapdragon X Elite ARM64 PC (Windows) but can't run the application because none of the releases support that architecture
Describe the solution you'd like Provide a release that targets ARM64-based PCs
Describe alternatives you've considered I tried building from source, but ran into issues following the instructions in CONTRIBUTING.md
