I can't view qnamaker recognizer traces

What version of the Emulator are you using.

I should be always be able to view the json of a trace statement, regardless if I have qnmaker hooked up or not.

To Reproduce

1. configure qnamakerrecogznier
2. look at trace

Expected behavior

to be able to view the json of the trace
