NPM doesn't work reliably with proxies - swap to Yarn

NPM has had continual problems supporting proxies correctly going back over many years. Every time the problem looks like it might be fixed it gets broken again. In a corporate environment this make NPM unusuable. Please change to Yarn for your packaging so that I can install this software reliably.

Hello @Parakleta and thank you for engaging with the Composer project. We'll take this issue as a feature request and add it to the backlog for prioritization. We do not have an ETA at this time for when this feature will be available.
