Markdown is not interpreted for Bot response in User input (Confirmation/Multi-Choice) actions

Describe the bug

e.g.,

Have you reviewed [this](https://github.com/microsoft/BotFramework-Composer) ? 

Rendered properly for the "Send a response" action, however, those User input actions would render response with plain text.

Hi @tracyboehrer, we reviewed this issue and were able to reproduce it only in MS Teams. Other channels (WebChat, Emulator) rendered the links correctly. We also tested this using an SDK sample and observed the same error. We believe this is an issue on the MS Teams' side, and they should be informed.

Here we can see the markdown correctly rendered in Emulator and the reproduced issue in MS Teams.
