Package Manager error modal clips title

Describe the bug

Cause an error using package manager. An easy way to do this is to follow the repro steps in #8118. Note the title of the error modal is clipped. See screenshot below.

To Reproduce

Steps to reproduce the behavior:

1. Follow the repo steps in #8118
2. Note the title of the error message modal

Expected behavior

Error message modals should not clip text from a display message.
