Replace/augment recognizer for selected samples with Orchestrator (e.g. dispatch)

We need to revisit samples for Orchestrator GA timeframe (end of R13) and consider which/how to introduce Orchestrator to samples.

For example, consider candidates for replacing the following to use Orchestrator recognizer:

  • 14.NLP with Dispatch to use Orchestrator
    1. Multilingual bot --> Add a multilingual orchestrator dispatcher?
  • 80 Skills - simple bot to bot
  • 81 Skills - skill dialog
