Link text is not decoded when downloading symlinks from NFS shares

Symlinks are just like normal files, except their contents contain link text. When uploaded to Azure via AzCopy, the link text is percent encoded. However, AzCopy does not decode the link text when downloading. This results in broken links on the local machine.
