Deprecate Device Code Flow for Sign-In

Due to Device Code Flow no longer being supported in VS, we will need to deprecate and eventually remove Device Code Flow sign in

Announce in 1.41.0 that the feature is deprecated. Use a "(deprecated)" label and make a note in release notes. Fully remove in 1.42.0.
