Bug Description

The behaviors are inconsistent for ‘Download All’ files from root and subfolder paths.

Steps to Reproduce

  1. Expand one storage account -> Blob Containers.
  2. Create a new blob container -> Upload one blob.
  3. Download the blob by 'Download All'.
  4. Click 'Show in Folder' next to the download activity log.
  5. The parent folder is opened.

  1. Upload a non-empty folder to the blob container -> Open the folder.
  2. Click 'Download All' to download the blobs in the folder.
  3. Click 'Show in Folder' next to the download activity log.
  4. The parent folder is selected and not opened.

@richardMSFT See if this is a small fix. If so, we can fix for 1.40.1. Otherwise, we'll move to 1.41.0.
