MSAL auth broker for Mac

Supporting auth broker on Windows and macOS. Due March 31, 2025.

Windows should be already implemented and shipped in v1.36.2. Off by-default. Bug fix in v1.37.0.

We are waiting for Mac support as well as telemetry indicating most internal users have transitioned to the authentication broker.

The adoption telemetry is being monitored. If it reaches to a certain level, the work item in the tracking system will disappear. No manual intervention needed from us.

According to the Identity team, support for auth broker for non-Windows platforms is available. It will involve enabling the option in Storage Explorer and making changes to our 1st-part app deployments.

@richardMSFT Please prioritize what you can during 1.40.1. I don't think there is a lot of work per se. Just time between steps.

For clarify, auth broker for Windows is already supported since 1.36.0.
