Integrate App Config In Product & Run Test Pass

• Integrate App Config into the core product
• Have CTI run an app config focused test pass
• Communicate the results of the test pass to the team

If test pass resulted in bugs: app config will be dropped as part of 1.37. If test pass resulted in no bugs: app config will be integrated as preview as part of 1.37, and we will watch usage to determine if we promote it to GA.
