Add task to fail build if SBOM files are not present

Sometimes full builds do not produce required SBOM files. While the cause is unknown, it is uncommon. Nevertheless, there is no warning until the build artifacts are examined. We should add a task that checks for the SBOM outputs and fails the build if they aren't found.
