Steps to Reproduce

1. Expand 'Emulator & Attached' -> Storage Accounts.
2. Right click '(Emulator - Default Ports) (Key)' -> Click 'Pin to Quick Access'.
3. Open 'Settings' -> 'Application -> Regional Settings'.
4. Select 'español' -> Restart Storage Explorer.
5. Check whether the string '(Emulator - Default Ports)' under the QA node is localized.

Expected Experience
